Human Chain Demands Reform NTRCA Recruitment Policy in RU

RU Representative: Students of the Department of Islamic Studies of Rajshahi University (RU) have formed a human chain in front of the Central Library to demand the re-attachment of Arabic lecturers in madrasa education by revising the ‘Private Teacher Registration and Certification Authority (NTRCA) Policy on Today (30 November).

In the current scenario under the supervision of Kausar Habib, students state that through the registration and certification process by the Non-Government Teachers’ Registration and Certification Authority (NTRCA), individuals who graduated in Islamic Studies from recognized universities until the 2020 Assistant Mufti and Lecturer registration exam have the opportunity to apply for positions as private school teachers. Many have already secured jobs as Assistant Muftis and Lecturers in madrasas.

However, the MP’s policy amendment on November 23, 2020, excluded graduates with honors and postgraduate degrees in Islamic Studies from recognized universities. Despite the initial recommendation in the 4th public notice in 2022, there has been no final recommendation for graduates from the Islamic Studies department.

Zubair Alam, a master’s student, said that by applying this policy, we have been deprived of the opportunity to prove our qualifications. We have to give it a chance. We get quality education beyond what is taught in Fazil-Kamil. However, we have been deprived of all kinds of opportunities by formulating this policy. We do not accept the unfair and unjust policies that have been issued. No doubt it is discriminatory. This policy should be canceled immediately. If it is not done, we will call for severe agitation.

In solidarity with the human chain, the professor of the Islamic Studies Department Dr. A.N.M. Masood ur Rahman said, our students have been cheated by excluding Islamic studies from the 18th teacher registration. This is a very sad and despicable decision. We strongly protest against this unjust decision. We want to withdraw this decision immediately. Otherwise, a strict program will be given.

Note that the Private Teacher Registration and Certification Authority (NTRCA) published the notification of The Eighteenth Teacher Registration Examination-2023, on 2 November.

According to the notification, Fazil or Kamil degree from Bangladesh Madrasa Education Board or Fazil or Kamil degree from Islamic University or Islamic Arabic University affiliated madrasas or Al Quran and Islamic Studies from Islamic University as educational qualification for the post of Assistant Maulvi and Lecturer in Arabic and Fiqh Department. Post Graduate Degree with Honors in Al-Hadith and Islamic Studies, Dawah and Islamic Studies, Al-Fiqh, and Legal Studies, or Post Graduate Degree with Honors in Arabic from a recognized university is prescribed.

The students who have passed the subject of Islamic Studies from Dhaka University, Rajshahi University, Chittagong University, Jagannath University, private universities, and the Islamic Studies Department of the National University have not been allowed to apply for the said posts.
